The reason why economists does not want government's intervention on the economy is that it will create a dead weight loss through government's intervention.
By nature, a market will finds itself until equilibrium.
However, with government's intervention, there will be a price floor or price ceiling control over the goods sold.
Therefore, from the graph, there is a price ceiling in which the highest price that can be sold is a Pmax and it is below the equilibrium and therefore, causes a shortages.
Area B and area C are the losses to society because of the price ceiling.
However, the consumer gains area A, while loses Area B.
The producers will lose area A and area C through this price ceiling.
It depends on the elasticities of the supply and demand curve, whether it is consumers or producers who will lose their surplus.
